ABOUT THE PRESENTATION
The Tests to Evaluate Quality Management System and Its Ability to Work.
According to the international appraisal, great part of quality management systems or other certified management systems don’t work properly and create only minimum positive effect on organizations’ results. It influences negatively the image of quality management systems and quality management as whole.
Key reason for such situation that two management systems exist parallel within organization: formal certified one and real one. This real system could be non-formal and non-documented but in fact management decisions are made within this system. To avoid such effect it is important not to build separate quality management system (or any other systems according to any standards), but to review and to improve existing one. And if parallel systems have been built, the main way to improve effectiveness of formal system is to unite them. The first step for uniting is to understand main gaps between the systems, which should be eliminated.
Author has developed a set of tests to evaluate ‘difference’ between two systems and ‘ability to work’ of formal management system. There are 20 tests, organized accordingly to PDCA cycle. All tests are developed rather in format of specific questions than general ideas in order to make them easier to use and more objective. Main focus of these tests is the decision making by organization’s leaders: how they collect and use different information to make decisions, how they organize implementation of their decisions, etc. It is important that leaders use approaches of formal management system for their decision making.
Some examples of tests (only basic ideas, originally they are much more detailed):
• How does formal policy reflect real priorities of top management?
• Which information and reports do managers use for decision making; are these reports part of formal management systems?
• If processes are changed, are related system documents reviewed before or after implementation of changes?
• Are there important events for management analysis, other then included in formal management system?
• Do managers make important decisions, based on internal audits’ results?
Usage of these tests can help organizations to build proper formal management system from the beginning or to understand main problems of existing system and to identify ways to improve them. The set of tests was used by companies in Ukraine and Russia; they confirm its usefulness. Even in certified management system of successful companies many opportunities for improvement were found.

ABOUT THE SPEAKER
I was born in Kiev, Ukraine. I have graduated Faculty for Cybernetic of Kiev State University. Since 1996 I work for Ukrainian Association for Quality, where I lead consulting center. I have realized a number of consulting projects in Ukraine, Russia, Belorussia, Kazakhstan. I am member of board of Ukrainian Association for Quality. Since 1996 I am engaged as EFQM Award Assessor.
